Separate website and API daily limits

Website and API daily actions are now two separate 300-count balances.

Signed-in website use and API use no longer share one counter. Each has 300 actions a day, and one cannot be spent as the other. Anonymous website use remains 300 a day. The API still stops at 2 requests a second, 30 a minute, and 100 an hour.
